Biographical history
Andrew A. Philipsen was born in Oxfordshire, England in 1939 and moved to Canada in 1940. After graduating from high school, Mr. Philipsen trained as an apprentice electrician. He came north in 1962 to visit his parents; his father having a senior position with White Pass and Yukon Route (WP&YR). Mr. Philipsen moved to Whitehorse in 1963 and was married to Pamela De Coste in 1965. He worked for various electrical contractors and trucking companies including a 17 year term with WP&YR. Mr. Philipsen began his political career with his election to the Yukon Legislative assembly on June 7, 1982 as a member for Porter Creek West. On June 30, 1983 he was sworn in as Minister of Health and Human Resources and Government Services. He became Minister of Justice on July 18, 1984 while remaining as Health Minister. In the swearing in of the new cabinet on March 2, 1985 he retained his portfolio as Justice Minister and was named Minister of Community and Transportation Services. He was re-elected in the May 13, 1985 election and, as member of the official opposition, was given critic responsibilities for health and human resources and government services. Andy Philipsen died in a truck accident on the Dempster Highway on September 13, 1985.

The fonds was sent to the Yukon Archives from the Department of Justice on the recommendation of Brenda Riss.
Scope and content
The fonds consists of MLA correspondence primarily dealing with constituents concerns and MLA responsibilities; letters and messages to his constituents; newspaper articles, written by Andy Philipsen, "Conservative Comment", a regular feature of the Yukon News; and a Christmas card and two certificates. The photographs include scenes from a conference in Ontario and a portrait of Mr. Philipsen.
