Through the Federation of Canadian Municipalities/International Office, the City of Kitchener participated in exchange trips with Cebu City in the Philippines and the City of Windhoek in Namibia. The purpose of the partnerships was to share expertise in Municipal Government. The exchange between Cebu City and Kitchener took place in 1992 through 2000. In 1999-2000 the areas of cooperation were identified as Governance issues and development of a Municipal Code, developing a Local and Wide Area Network and Applications. Human Resources Policies and Procedures, Performance Evaluation Systems, Training program calendar, and Employee Training Information Services, and Human Resources from Cebu City and Kitchener. The exchange between Windhoek, Namibia and Kitchener took place between 1990 and 1997. The exchanges with Windhoek have been in Administration, Human Resources, Economic Development, Planning & Development, Training and Develolpment, Transit, Clerk's and Information Services. Both exhanges have been considered successful adventures. Representatives from Windhoek have made trips to other cities to develop new business relationships and strength existing ties.

The fonds consists of background information, reports, evaluations. Other items are agreements, budget information, videos, tapes, and photographs. The records consist of four series and the documents are arranged in chronological order within each series.
