Biographical history
Né à Aylmer le 24 décembre 1872, Emmanuel B. Devlin est le fils de Charles Devlin et de Mary Helen Roney. Éduqué au St. Mary's College de Montréal, au Mount St. Mary's, Derbyshire, Angleterre, puis aux à l'université Laval à Québec et à l'Université McGill à Montréal d'où il obtient son diplôme en droit. Avocat, il est élu à la Chambre des communes le 13 février 1905 lors d'une élection partielle pour le comté de Wright, en remplacement de Sir Wilfrid Laurier. Il y est réélu en 1908, en 1911 et en 1917. Il est décédé le 30 août 1921
