Le Barreau du Québec, créé en 1849, a comme mission la défense de ses membres et la préservation de l'exclusivité de son champ d'action. Pour avoir le droit de pratiquer, un avocat doit être membre de cet organisme. Une fois membre du Barreau, l'avocat s'inscrit à sa section locale. Le Barreau du District d'Ottawa est fondé le 21 mars 1889. Le Conseil de section détient certains pouvoirs, notamment ceux de censurer ou réprimander un de ses membres, ainsi que celui de déléguer des représentants à l'instance provinciale.
