M. Jean-Jacques Paradis est né à Drummondville le 1 mai 1940 de l'union d'Anna Tessier et d'Alphonse Paradis. Après des études en dessin industriel et quelques années de travail dans ce domaine, il réalise un baccalauréat es arts, puis un baccalauréat en pédagogie. M. Paradis est successivement dessinateur industriel à la Canadian Celanese, puis professeur de morale et de religion, agent de gestion du personnel au Ministère des transports, directeur général à l'Office des personnes handicapées du Québec, directeur général de Drummondville (1985-86), directeur général de l'I.T.A. de La Pocatière, sous-ministre associé au Ministère de la sécurité publique et enfin, professeur invité à l'École Nationale d Administration Publique à Québec. M. Paradis prend sa retraite en 1996.

Ce fonds est un excellent témoin des publications du journal Le Voltigeur, de 1973 à 1975. Le fonds présente aussi un tableau plus ou moins complet des débuts de Drummondville. Le fonds est divisé en huit séries : Le Voltigeur, Panorama, Revue Diocésaine, Pages d'histoire régionale, volume sur Drummondville, coupures de presse, histoire de Drummondville, divers.
