Biographical history
Frederick George William Kent was born in Preston on April 30, 1926, and dedicated much of his life to serving the citizens of the City of Cambridge and the Region of Waterloo. First elected as Ward Alderman in the City of Cambridge in 1974, Fred Kent was appointed to Regional Council in 1977, where he served 12 consecutive terms. In 2003, Fred Kent was awarded the Jack A. Young Civic Award for his high standards of political and civic life in Waterloo Region, and the Queen’s Golden Jubilee Medal for his significant contributions to his fellow citizens and his community. He retired from public service after 27 years, in 2003 and died on June 19, 2005.
As a member of Waterloo Regional Council, Fred Kent was elected to represent the citizens of the City of Cambridge in the council’s decision-making processes. To achieve the priorities set by Regional Council he examined reports, proposals, and recommendations made by regional staff and community members for the development and implementation of regional policies and programs. This is accomplished through three Regional Standing Committees – Administration and Finance, Community Services, and Planning and Works and a number of special advisory committees.
Fred Kent was a key member of several regional committees, including Engineering (chair, 18 years), Planning and Development (chair, 1 term) and Personnel (chair, 1 term). During his 27 years of service Fred Kent was involved in many Regional projects and studies, including the Transportation Master Plan, the Waste Management Master Plan, the Long-Term Water Supply Study, the Cambridge Area Route Selection Study, and the Growth Management Strategy.
As a member of the Preston community, Fred Kent maintained an active personal and civic life. Known as the “iron-man” of Regional Council, Fred Kent was a lifetime member of the Edward Newland Pool in Preston. He was a past Master of the Preston Masonic Lodge, belonged to the Probus Club of Preston-Hespeler, and was an honorary member of the Preston Legion Branch 126. Fred Kent was also very involved in activities at St John’s Anglican Church in Preston, where he led a teen Sunday school class for over 43 years, and was a Master of Ceremony and Secretary for the church’s men’s club.

Fonds consists of project records collected by Fred Kent and accumulated during the daily business of the Councillor’s Office at the Region of Waterloo from 1994 to 2003. The records in this series consist of originals and copies of letters, memorandums, reports, maps, drawings, newspaper clippings, newsletters, media releases, conference packages, and meeting notes, agendas, minutes, and supporting documentation.
These records document Fred Kent’s involvement in the Planning and Works, and Administration and Finance committees, including his work with the Cambridge Area Route Selection Study (CARSS), and the Growth Management Strategy.
