Prince Edward Island Legislative Assembly fonds

This fonds includes records created during the process and functions of the Legislative Assembly of Prince Edward Island largely for the period 1894 to 2006. The fonds divides into 11 series: journals of the Legislative Assembly, acts of the PEI Legislature, Legislative Assembly debates and proceedings, rules and orders, election papers, reports tabled in the Legislature, resolutions, petitions to the Legislative Assembly, Committee papers, correspondence and sessional papers. The Journals series divides into two sub-series: manuscript journals covering the period 1898 to 1935 and printed journals which range from 1894 through 2006. The acts of the PEI Legislature series which covers 1894 to 2006 is divided into 6 sub-series: statutes, bills, working copies of bills, petitions regarding bills, bills withdrawn and regulations. The statutes sub-series includes the final printed version of the acts, dating from 1894 to 2006. The statutes are available in bound format as well as on microfilm. Statutes are also available on the PEI Government website. The bills presented to the PEI Legislative Assembly sub-series consists of 40 record boxes of records and covers 1894 to 1972. The bills record the dates of first, second and third readings in the Legislative Assembly as well as the date the bills were given Royal Assent. The working copies of bills sub-series consists of 19 file folders covering the period 1965 to 1972. These working copies include the dates of readings in the Legislative Assembly, as well as notations for changes in wording, etc. The petitions regarding bills sub-series coves 1933 to 1935 and circa 1950 and consists of 4 files of petitions from individuals and organizations regarding bills and amendments to various acts. The sub-series of bills withdrawn from the Legislative Assembly debate consists of 4 files dating 1947 to 1950. The final sub-series of the acts of the Legislative Assembly is consists of regulations for two 1949 acts and some supplementary regulations dating 1950. The Legislative Assembly debates and proceedings series, covering 1900 to 2009, divides into 5 sub-series: debates and proceedings, scrapbooks, audio-taped debates and proceedings, hansard and speeches. The debates and proceedings sub-series includes partial transcribed and newspaper reported proceedings of the Legislative Assembly for the years 1900, 1914, 1915, 1925, 1956, 1957 and complete printed proceedings for the years 1960 to 1973. The scrapbook sub-series covers the years 1907 to 1960. Available on microfilm, these records include the debates and proceedings of the Legislative Assembly as recorded and reported by the Parliamentary Reporter in the local newspapers. Clippings of these reports were pasted into scrapbooks. The sub-series of audio-taped debates and proceedings includes approximately 4000 hours of recordings and covers the period 1956 to 2000. Also included in the sub-series are cue sheets for some of the recordings. Prior to 1968, when reel to reel audio-tape recording began, the debates and proceedings were recorded on dicta-belt. The hansard sub-series consists of 46 bound volumes of transcribed proceedings of the Legislative Assembly. These records date from 1996 to 2009. The final sub-series in the Debates and proceedings series is speeches. These records are incomplete and range from 1892 through 1950 and include budget speeches and speeches from the Throne. The fourth series of the fonds, rules and orders, consists two sub-series: order books and questions and answers. The order books sub-series covers various years from 1984 to 1935. Maintained by the Clerk of the Legislative Assembly, the order books record the subject to be introduced in the Legislature and Members' names. The questions and answers sub-series includes 16 file folders of records which range from 1909 to 1955. These records are incomplete. The fifth series of the fonds, election papers, divides into two sub-series. Federal election papers covers 1867 to 1984 and includes poll books, voters' lists, and reports of the Chief Electoral Officer for PEI federal ridings for various federal elections. The provincial election papers sub-series includes various election records for the 1982 general election and the 1985 by-elections. The fonds includes a series of reports tabled in the Legislature. This series includes 30 volumes of various reports to government ranging from 1898 to 1957 which were presented to the Legislature. This series is incomplete. The resolutions series includes one bound volume and 4 file folders of records ranging from 1894 to 1910 and 1933. These records include resolutions of supply and resolutions and motions made in the Legislative Assembly. The fonds includes a series of petitions to the Legislative Assembly. Records in this series range in dates from 1912 to 1950 and consist of 5 file folders. The Committee papers series dates from 1931 to 1957, with many gaps. The series includes 6 file folders and some are incomplete. Later committee records appear in the Sessional papers series. The tenth series of this fonds consists of one file folder of routine correspondence regarding the proceedings of the Legislative Assembly dating 1932 to 1933. The final series of the fonds consists of sessional papers. The records in this series date from 1960 through 1990 and consists of 16.4 metres of textual records. The sessional records are arranged chronologically by session and include various types of records such as speeches and statements by Members of the Legislative Assembly, speeches from the throne, prayers, orders of the day, bills, resolutions, questions and answers, oral question period transcripts, committee reports, annual and other reports etc.

This fonds includes commission meeting minutes, correspondence, administrative records, financial records, photographs, negatives and plans dating from 1785 to 1986. The fonds divides into the following 17 series: Commissioners for assessment on licensed retailers of spirituous liquors, Committee for the erection of public buildings, Commissioners of the Poor House, Trustees of the Lunatic Asylum, Confederation Conference Golden Jubilee 1914, Charles Dalton Sanatorium Commission, Prince Edward Island Development Commission, Diamond Jubilee of Confederation 1927, Confederation Celebration 1864-1939, Prince Edward Island Advisory Reconstruction Committee, Provincial Health Planning Commission, Provincial Planning Board, Prince Edward Island 1964 Centennial Committee, Prince Edward Island Centennial Commission (1967), Prince Edward Island 1973 Centennial Commission, the Old Age Pension Commission, and Compensation Review Commission. Each series has been decribed as a separate collection.

Series have been arranged chronologically by date of earliest records for each Commission, except Series 17: Old Age Pension Commission which was added to the fonds in April 1996.

Prince Edward Island House of Assembly fonds

This fonds consists of records created by the process and functions of the legislature of Prince Edward Island for the period 1773 through to 1893 when the House of Assembly and the Legislative Council were combined to form the Legislative Assembly of P.E.I. The fonds consists of 11 series of records. The journals of the House of Assembly, printed annually, provide opening speeches of the House of Assembly, record the proceedings of the House, include references to resolutions passed, acts discussed, petitions, reports and correspondence received by the House. Often copies of these documents are included in the appendices. The journals range from 1785-1893 and the series divides into three sub-series: manuscript journals, printed journals and appendices to the journals. The acts of the P.E.I. legislature comprise the second series of the fonds and cover the years 1773 through 1894. The series includes both bills and statutes of the House of Assembly. Debates and proceedings of the House of Assembly for the years 1855-1893 comprise the third series of the fonds. Election papers comprise a series which includes 3 sub-series: writs for election, poll books, and revised voters lists. The election papers series dates from 1779 through 1891. Petitions to the House of Assembly from individuals and groups regarding matters of public concern form the 5th series of the fonds. Petitions span the years 1805-1879. A series of correspondence divides into two sub-series: committee of correspondence and general correspondence. This material dates 1790-1841 and 1877. The fonds includes a series termed public accounts which includes reports of government revenue and expenditure for the years 1795 through 1837 and a volume of resolutions of supply 1881-1893 recording resolutions of the House for payments for services and supply. Communications with the Lieutenant Governor form a series. This series includes copies of the speeches from the throne, messages and despatches regarding acts, and addresses. These records date from 1790 through 1862. Eight file folders of House of Assembly committee reports, dating between 1792 and 1876, to the House of Assembly comprise a series. Order books or agendas recording subjects of discussion to be introduced in the House of Assembly, maintained by the Clerk of the House of Assembly form a series. The two volumes cover 1881 to 1893. A series of resolutions include two file folders of resolutions passed by the House of Assembly in 1825 and 1846.

Attorney General fonds

This fonds consists of records of the Attorney General and later of the Department of Justice and Attorney General and spans the years 1851 to 1974. Included in the fonds are legal documents such as performance bonds, preliminary hearings of cases of the Supreme Court of Prince Edward Island and inquests. The fonds includes correspondence and subject files of the Attorneys General and the Department of Justice and Attorney General which consist of correspondence with the general public, other government departments, other provinces and institions and organizations, circulars, reports of investigations, conference papers, annual reports, statistical returns and some photographs and plans. Also included are statements and returns of arrests by the Prohibition Commission and some lists of prison inmates, preliminary hearings of court cases and notes and correspondence concerning these cases, and files of the P.E.I. Provincial Police force. The Attorney General fonds is divided into the following series: performance bonds, attorney general files, coroners' records, preliminary hearings, Prince Edward Island Provincial Police files, Prohibition Commission enforcement branch statements, Royal Canadian Mounted Police reports, correspondence and subject files, and criminal statistics.

Federal-Provincial Affairs fonds

This fonds consists of conference reports, speeches, addresses, briefs, correspondence, minutes and agendas of several Dominion-provincial conferences held mostly in Ottawa between 1902 and 1969; Royal commission reports, proceedings and correspondence, on subjects of national and provincial concern; records pertaining to various federal Relief Acts which provided funding for unemployment and social assistance in several Prince Edward Island communities during the 1930's and early 1940's, as well as statistical reports for National Assistance programs. Also included are numerous financial statistical reports regarding national and provincial accounts, financial statements of expenditure and revenue, etc and some miscellaneous material concerning issues of importance to Prince Edward Island and the government of Canada. This fonds divides into the following series: conference files, Royal Commission files, relief files, Dominion-provincial financial statistics, and a miscellaneous series.

Legislative Council of Prince Edward Island fonds

This fonds consists records pertaining to the Legislative Council of Prince Edward Island. Included in the fonds are Journals of the Legislative Council which span the years 1817 through 1893, and record the meetings and some of the discussions of the Legislative Council members, Council orders, committee reports, and speeches from the throne on the opening of the Legislative Assembly. Documents pertaining to elections of members to the Legislative Council form a series of this fonds and include writs calling for elections, lists of electors eligible to vote for Councillors, and poll books which record candidates' and voters names and votes cast. These records are for various years and various polling and electoral districts. Some miscellaneous items pertaining to elections and appointments to the Legislative Council are included in the election series. The fonds includes a Legislative Council order book for the period 1839 to 1854, which is an agenda of sorts, recording petitions read and discussed in Legislative Council, as well as bills and other matters of discussion slated for debate by members. Also included in the fonds is a series of the debates and proceedings of the Legislative Council which are detailed notes of the discussions of the Council members concerning, largely, legislation of the Province. Also included in the fonds is a series of petitions dated 1879 received from individuals or parties directed to the Legislative Council regarding public buildings and services. A miscellaneous series includes such documents as some early appointments, extracts from Executive Council minutes, Legislative Council journals, an address to the Queen re the 1818 Treaty and some telegrams (1872-1873) from the Legislative Council regarding administrative matters.

Department of Public Works fonds

The fonds consists of a mixture of bound volumes and loose documents which record primarily the financial details of projects for which the department had responsibility. Although the major portion of the fonds is concerned with road construction and maintenance, some series also include information regarding bridges, wharves, ferries and public buildings. The records are arranged chronologically as a whole and also within each series. Some series are also subdivided geographically. The fonds is comprised of the following eighteen series: road ledgers, correspondence & letterbooks, road service daybooks, contracts & tenders, road service cash book, ledgers, journals, rent book, road inspectors returns, road tax ledger, invoices, voucher record books, highway construction accounts, appropriation ledger sheets, rental sheets, Prince County engineer ledger, miscellaneous, and Canada Highways Act.

Lieutenant Governor fonds

This fonds consists of records pertaining to the office of the Lieutenant Governor of Prince Edward Island. As the Queen's representative, the Lieutenant Governor was responsible for reporting to Colonial Office on all matters pertaining to the administration of the colony. Blue books and annual returns, provide reports and statistical information on the government of Prince Edward Island and its various departments and include figures on revenue and expenditure, etc. The appointing or commissioning of individuals to particular government offices was the responsibility of the Lieutenant Governor. Commissions and commission registers are included in this fonds for numerous positions held by civil servants dating 1777 to 1955. Also included in this fonds is correspondence, both in-coming and out-going, relating to the Lieutenant Governor's office for the period 1790 to 1947. Earlier correspondence relates to numerous administrative matters concerning the colony, while later correspondence includes requests for information from individuals, other government officers, and circulars. The office of Colonial or Provincial Secretary was closely related to the Lieutenant Governor as he acted as a secretary and registrar of government documents, many of which required the signature or approval of the Lieutenant Governor. Oaths of office taken by three Lieutenant Governors are included in the fonds covering 1858 to 1870 as are instructions to the Lieutenant Governor for 1862 and ca. 1894. In relation to the Lieutenant Governor's responsibility for acts passed in the Legislature, the fonds includes a register of orders in council relative to acts and some copies of orders, dating 1773 to 1876 and proclamations regarding acts, the general assembly, and the establishment of holidays, etc. for the period 1791 to 1888. The granting of pardons for criminal offenses is a privilege of the office of Lieutenant Governor. The fonds includes a register of pardons and commutations for the years 1858-1873. A register of despatches to the Secretary of State for Canada containing copies of correspondence from 1873 to 1884 is included in the fonds. The Lieutenant Governor was authorized to issue debentures for the payment for the cost of building the Prince Edward Island Railway. This information is recorded for the years 1872-1873 in a debenture register and coupon book. The fonds also includes a miscellaneous series which consists of copies of documents regarding the sale and transfer of lands at Warren farm and Abraham Gesner's 1846 report on his geological survey of Prince Edward Island.
