140 Prisoner Passes All But Six Returned

Only six inmates returned the Temporary Absence Passes (TAP's) they got for Christmas. This is a picture of Corporal Ed Latta, who found things quiet at the Guelph Correctional Facility where 140 prisoners were on Christmas leave.
