Biographical history

The City Solicitor was appointed, on a contractual basis, by Guelph City Council, to provide legal services to City staff and Councillors. James A. Runions was appointed City Solicitor in February 1971, succeeding R.B. Andrews in the position. As City Solicitor, James Runions prosecuted litigants on behalf of the City and its board and commissions, defended the City's interests in court, and provided legal advice and opinions to City staff and Council members. He also executed real estate transactions and property title searches on behalf of the City and its departments. James A. Runions retired in 1990 and was succeeded by Lois Payne, as City Solicitor.

Custodial history

All the records in this series were transferred to the Guelph Public Library archives from the City of Guelph's City Clerk's Office in the spring of 1995. The custodial history of the records, prior to the transfer to the Guelph Public Library archives, is not known or documented.

Scope and content

Series consists of the incoming and outgoing correspondence and related records created, used or maintained by the City Solicitor, James A. Runions, during the course of his tenure as the City's legal agent and advisor. The records in this series include various court documents, land transfer documents, deeds, conveyances and easements, contracts and agreements, plans and surveys, and legal advice and opinions.

The records reflect James Runions' work as the City of Guelph City Solicitor from 1971 to 1990. The majority of records were classified by file codes and numbers by the City Solicitor and his staff and maintained in discrete sets of records relating to specific projects and functions, such as the Hanlon Expressway, Guelph Eatons Centre, Planning Department and Clerk's office. The records of previous City Solicitors, R.H. Hungerford and R.B. Andrews, are also included in this series. These records were accumulated and used by James A. Runions in the course of his work as City Solicitor. The arrangement of the files into 30 sub-series has been based on the City Solicitor's filing code system. A file classification guide did not accompany the records upon transfer to the Guelph Public Library archives.

These records were transferred from the City of Guelph City Clerk's Office in the spring of 1995.

Arrangement

Documents which could not be incorporated into the filing scheme because they lacked markings are filed chronologically at the end of each sub-series. Where the file title did not sufficiently indicate a discrete or comprehensive file series, a "City Solicitor's Office" sub-series was used to classify outrider files.
