Il est un officier et administrateur colonial, né le 3 septembre 1724 à Strabane, Irlande, troisième fils de Christopher Carleton et de Catherine Ball ; le 21 ou le 22 mai 1772, il épousa à Fulham (maintenant partie de Londres) lady Maria Howard, troisième fille du 2e comte d’Effingham, et ils eurent 11 enfants ; décédé le 10 novembre 1808 à Stubbings House, près de Maidenhead, Angleterre, et inhumé dans l’église St Swithun, à Nately Scures, Angleterre.
