Biographical history
In 1974, the formative meeting of the Minister of Municipal Affair's Restructure Advisory Committee was held. The committee was comprised of representatives from all local Improvement District Boards, City Council and the Nanaimo Regional District Board. The mandate of the committee was to 1) recommend a geographic area that a vote could be conducted regarding the incorporation of a new municipality; 2) consider the principles of a taxation structure for the new municipality; 3) consider the anticipated revenues and expenditures of the new municipality; 4) consider the disposition of assets and liabilities of the present units of local government; 5) consider servicing policies for the new municipality; 6) consider the structure of the Council of the new municipality and 7) consider any other matters which may occasionally be referred by the Minister. In response to this mandate, the Committee organized the following sub-committees: Executive, Budget and Taxation, Council Structure, Utilities and Services and Fire Protection. A technical advisory group was also appointed. Staff from the City, Regional District, Greater Nanaimo Water District and B.C. Hydro acted in an advisory capacity to these sub-committees. In 1975, the Improvement Districts amalgamated with the City of Nanaimo.
Custodial history
Records were transferred to the City Archives Vault at an unknown date. In 2002, they were transferred to the Nanaimo Community Archives.

Fonds consists of correspondence, notes, financial statements and reports related to the various improvement districts and the restructure of the City.
