Biographical history
Charles Ross Carter moved to Bowen Island in 1986 and became active in a variety of civic organizations. He was Chairman of the Eagle Cliff Improvement District, a GVRD Director, Chair of the Island Pacific School Board, President of the Bowen Island Improvement Association, President of the BIA, and a board member of the Bowen Island Arts Council, the Bowen Island Library Board, the Bowen Island Parks and Recreation Commission, the Bowen Island Health Advisory Committee, and the Bowen Island Advisory Planning Commission.
Custodial history
The records were donated by their creator in 2003. An accrual was received from Lois Meyers-Carter, Ross Carter's wife, in 2008.
Scope and content
The fonds consists of records created and collected by Ross Carter and includes correspondence, documents from the Bowen Island Improvement Association, GVRD election and other campaign literature, and reference reports relating to development on Bowen Island.
