Biographical history
Controversy erupted in 1993 among North Okanagan communities bordering the Shuswap River when motor boats were perceived to be driving recklessly and fast, causing safety concerns. The North Okanagan Regional District established the Shuswap River Safety Committee to assess the problem. Delegates from the Shuswap River Recreation Awareness Society and the Shuswap River Preservation Society met with Area F Director, City of Enderby Director and the Director from the Municipality of Spallumcheen. Two emotional meetings were held; there was no resolution or consensus. A resolution was made by the two directors as members of Fortune Parks and Recreation Commission that a program be initiated to deal with safety issues on the Shuswap River which included proper signage at identified public use areas and signage recommending speed zones and safety hazards. It was determined that a speed limit or horsepower limit could not be enforced and that the Regional District does not have the power to regulate boating restrictions.
Custodial history
Bob Cowan was a NORD Director representing the City of Enderby on the Shuswap River Safety Committee and Fortune Parks and Recreation.
